In August 1925, representatives of 54 countries in the world held the "International Conference on children's happiness" in Geneva, Switzerland, and issued a declaration on loving children and safeguarding their welfare.

In order to protect the world of children's right to survival, health and education, to improve the lives of children, the meeting decided to Lidice village massacred during the first day of June is the international children's day. Many countries agree, especially the socialist countries.

ICD起源于1925年在瑞士日內瓦舉行的世界兒童健康會議。不清楚為什么6月1日被選為ICD：一個理論，中國在舊金山總領事（美國）收集了許多中國孤兒慶祝1925年端午節，恰好是在當年6月1日，也正好在日內瓦。
因為6月1日被許多國家視為ICD，特別是共產主義國；在西方世界，ICD通常在一年中的其他日子慶祝（如果有的話），而且公眾對這些活動往往知之甚少。（進一步討論見以下德國部分。）因此，有時會有一種誤解，即6月1日的ICD是共產主義的發明。盡管如此，近年來，甚至是美國的一些團體也在6月1日開始觀察ICD。
